The Cluster Action Plans will be implemented through a strategic programme of interventions largely in the form of directly commissioned projects or targeted calls for proposals. The rationale and objectives for each intervention are described together with an indication of timescale. Activity will be brought forward in a phased manner.

There are a number of actions, which will be managed using a cross-cluster approach to derive economies of scale and scope and to strengthen synergies between clusters. These are:

- Incubation
- Supply chain
- Skills development
