The European Commission, who are responsible for the rules for disbursing co-financing monies, requires that all ESF through co-financing is contracted ONLY after a proper, open and competitive tendering excercise, that complies with public procurement rules, has been undertaken.
The Learning and Skills Council (LSC) South Yorkshire is a co-financing organisation (CFO) responsible for the delivery of ESF monies and outputs in Measures 5, 10, 11, 12, 13, 15 & 17. The Learning and Skills Council is the Government body responsible for funding and planning education and training for over 16-year-olds in England.
Jobcentre Plus is a CFO. It co-finances activity supported through Measure 16 and is responsible for the delivery of associated ESF monies and outputs in this measure.
In both co-financing operations, applications for funding are handled by the co-financing organisation.
