'Every Child Matters - Change for Children' set out a national framework of change, to be led by local authorities and their partners, to improve life for children and young people. Government Offices (GOs) play a key role in delivering and developing the policies which will achieve this.

Our job is to act as the link between strategic policy leadership in Whitehall and local partners who work with and deliver services for children and young people. Our aim is to support the development of better local services. We do this through managing negotiations between local bodies and national government departments.
