Business Groups

Government Office for Yorkshire and The Humber is led by our Regional Director Felicity Everiss and consists of nine themed groups. Their responsibilities are outlined below.

GOYH Regional Director : Felicity Everiss

Deputy Regional Director,The People and Communities group
: Isobel Mills
Monitors housing and local planning and manages Local Public Service Agreements and Local Area Agreements, Neighbourhood Renewal and Local Strategic Partnerships and the Voluntary and Community Sector.

The Local Area Agreement Group
: David Walmsley
Monitors local government practice.

Deputy Regional Director,The Children and Learner's group
: Helen McMullen
Responsible for Children`s Services, Education and Lifelong Learning. Acting as the link between strategic policy leadership in Whitehall and regional strategic partners who work with and deliver services for children and young people.  

Deputy Regional Director,The Economy and Strategy group
: Margaret Jackson
Covers local transport, economic and competitiveness issues (including regional economic disparities and consultations on regional indicative budgets), GO knowledge management and communication issues and leadership on Regional Development Agency sponsorship work. This Group also covers Culture Media and Sport work and that of the Ministerial Business Unit.


Deputy Regional Director,The European Programmes group
: Steve Arnott
Responsible for all European Funds matters including Objectives 1, 2 and 3.

Deputy Regional Director,The Community Safety group
: Jacqui Lewis
Responsible for supporting Home Office objectives by working regionally with Crime and Disorder Reduction partnerships, Drugs Action Teams, management of the community safety funding programmes and liaising and working closely with the Drugs National Treatment agency, National Probation Service regional managers and Business Crime Reduction Advisers.

Deputy Regional Director,The Regional Resilience and Corporate Services Group
: Nick Best
Business is mainly concerned with the day to day running of GOYH covering staffing, green housekeeping, IT systems, accommodation, staff training and development, Freedom of Information and finance and budget management. The Regional Resilience Team supports the emergency planning community across the region by providing links between local responders and central government, enhancing co-operation at a regional level and establishing regional capabilities to respond to emergencies. The Team also provides secretarial support to the Regional Resilience Forum.

Deputy Regional Director,The Environment group
: David Fraser
To promote, develop and communicate the Government’s rural policy in Yorkshire and The Humber
Work with partners to promote and support sustainable rural development in line with Rural Strategy 2004
Work with partners to promote and support the Government’s sustainable development and environment priorities in Yorkshire and The Humber


Deputy Regional Director,The Regional Public Health Group
: Paul Johnstone
Responsible for the Department of Health Agenda in the region. Its focus is on developing integrated work to tackle health inequalities, link health and regeneration, build health capacity and the health sector’s input to regional policies and strategies. The Team’s work also encompasses health protection, emergency planning, public health intelligence and NHS plan programmes.
