Young People and Drugs (PSA Delivery Plan)

The South West has 15 Drug Action Team (DAT) areas, of which nine are combined crime and drug teams – for more information see ‘SW Partnerships’ in Related Links below. Many DATs have now included alcohol within their overall remit as well as embedding it within the young person service delivery. Under the 2005-06 Young People’s Delivery Plan, Bristol and Plymouth are identified as High Focus Areas.

They will lead the process of establishing robust needs assessments, strong commissioning processes embedded within the Every Child Matters framework and deliver benchmark services for young people.

The delivery plan sets out three overall key priorities for action:
  • Reforming the delivery mechanism of the drug strategy and strengthening local accountability.
  • Ensuring provision of services is built around the needs of vulnerable young people.
  • Building capacity, including the quality and availability of services and the workforce.

High Focus Areas

The South West has 4 partnerships participating in Phase 2 of the High Focus Area Work.  These are Bristol, Plymouth (from Phase 1) and Gloucestershire and Devon.  Phase 2 of the HFA initiative is focussing on improving outcomes for young people.  A team of consultants are working closely with the 9 Government Offices nationally and the Young People’s Programme Board on 9 themes.  These are:

  • Children looked After
  • Truants and Excludees
  •  Hidden Harm
  •  Child & Adolescent Mental Health Service
  •  Treatment
  •  Workforce
  •  Common Assessment Framework
  •  Diversity
  • Out of Reach Young People
