Building a children's workforce

Within the Change for Children agenda significant culture change is taking place. Professionals used to working within their service-based boundaries need to work together. In order to do this, skills need to be developed within a common framework.

One way the Government is helping this is by creating a Common Core of Skills and Knowledge that sets out the areas of expertise that those who work with children should be able to demostrate. They are also developing a 'climbing frame' of qualifications built around the Common Core, and a Common Language Glossary to aid communication across agencies.

'Every Child Matters' promotes the need to work together in a child centred, integrated approach. This means staff will have to adapt to changing service-based boundaries. While the Children Act 2004 requires the delivery of integrated services, the Common Core is not mandatory. A Common Core Prospectus and an implementation plan was made available early 2005.
