The consultation period for the draft strategy ran from 18 July to October 13 2003. 1627 responses were received from individuals, bodies and groups. 130 participants were invited to a public examination before an independent panel that was held over a period of five weeks in Northampton, Milton Keynes and Luton. The panel's report was published on 2nd August 2004.
Consultation on The First Secretary of State’s proposed changes ran from 26 October to 23 December 2004. Overall, 426 representations were received.
