The most needy areas in the European Union are designated as Objective 1 areas. These areas are entitled to receive the highest level of grants from the EU on condition that their national Governments also invest and help to attract more money from private investors.
Objective 1 funding aims to promote the development and structural adjustment of regions whose development is lagging behind the European average.
