LAAs are about improving local services and increasing economic prosperity for local people. They are three-year agreements with priorities agreed between all the main public sector agencies working in the area and with Central Government. It is important that everyone works together in producing the right evidence to inform these priorities.
The publication of the Local Government White Paper in October 2006 signalled a change in thinking where LAAs are concerned, and in January 2007 Communities and Local Government (CLG) set out the Government’s aim for ‘new style’ LAAs.
An LAA Roadshow was held in the NW in November 2007 and 17 partnerships nationally (Cumbria and Oldham from the NW) were involved in a programme of ‘Dry-Run’ testing in advance of the publication of guidance on the new LAA arrangements. This, together with consultation with key partners, formed the basis for the new guidance.
Partners are brought together under the umbrella of the ‘Local Strategic Partnership’ (LSP), which publishes a Sustainable Community Strategy (SCS) for its area. The SCS is a long term strategy for the local area based on consultation with local people about the sort of place they want the area to be.
The LAA is based on the objectives in the Sustainable Community
Strategy and the LAA translates these into targets to secure the improvements local people want to see.
Up to 35 improvement targets will be drawn from the new National Indicator Set and these, together with 16 statutory education and early years targets, and any ‘local’ indicators which partnerships select, will form the basis of an area’s LAA.
Negotiations are now underway with the partnerships listed below. New LAA agreements will be signed off by the Secretary of State on 30 June 2008.

Multi Area Agreements
MAAs are a new initiative through which the Government hopes to promote prosperity and development by granting new powers to collaborate across Local Authority boundaries, on themes such as worklessness, transport, investment and housing.
Local Authorities and partners in four sub-regions of the North West are currently exploring potential MAA themes:
Greater Manchester: Bolton, Bury, Manchester City Council, Oldham, Rochdale, Salford, Stockport, Tameside, Trafford and Wigan.
Liverpool City Region: Liverpool, Sefton, Knowsley, St Helens, Wirral and Halton.
Fylde Coast: Blackpool , Lancashire, Fylde and Wyre.
Pennine Lancashire: Blackburn, Lancashire and Burnley, Pendle, Rossendale, Hyndburn and Ribble Valley.
