Information on the Complementary Strand

The flexibility offered to Merseyside, as a phasing-in area, to complete its transition from Objective One status, has led to the development of a Complementary Strand of ESF to operate within Merseyside up to December 2010, alongside the co-financed activity. Merseyside partners have therefore worked with colleagues in the LSC, DWP, JCP (Jobcentre Plus) and GONW (Government Office for the North West) to develop these arrangements for Merseyside in the phasing-in period up to December 2010.

The Complementary Strand will bring ESF funding to the Core City Employment Strategy Investment Programme - which draws together and pools a range of mainstream and non-mainstream funding programmes, and will therefore help to target the area’s high levels of worklessness, increase employment levels locally and reduce the number of residents who are in receipt of benefits. The Complementary Strand will support Priority 1 only of the ESF programme.

Government Office for the North West, on behalf of the Department for Work and Pensions, invited proposals to deliver a range of ESF activities in Merseyside. Separate proposals were invited for each of the five local authority areas (Knowsley, Liverpool, St Helens, Sefton and Wirral) as well as one for a pan-Merseyside project covering all five local authority areas.
