Programme Management & Governance

European funding in the North West is managed by a partnership, all working towards a shared economic and social vision of a prosperous and inclusive North West.

The European Funding Partnership is made up of representatives from local authorities, central government, the community and voluntary sector, Jobcentre Plus, the higher and further education sectors, Learning and Skills Councils, the business community and regional organisations such as the NWDA and NWRA.

Overall responsibility for the management of the North West’s European Programme falls to the Programme Monitoring/Regional Committee (PM/RC).

The Group’s main duties include:

  • Overall Strategy
  • Policy Setting
  • Allocation of significant funds
    • Objective 2 - to Action Plan Partnership
    • Objective 3 - to Co-financing Organisations
  • Agree Key Documents
    • Regional Development Plan (Objective 3)
    • Single Programming Document (Objective 2)
    • Programme Complement (Objective 2)
    • Annual Reports
    • Business Plan

Government Office for the North West acts as the managing authority for the Programmes on behalf of the Department for Communities and Local Government, but much of the Objective 2 funding is delivered by Action Plans and the majority of Objective 3 through Co-financing Organisations (CfOs).
