Transactional ERDF and State Aid (TESA)

TESA - Transactional ERDF and State Aid - is a programme led by Communities and Local Government to transform the way the European Regional Development Fund (ERDF) is managed and delivered in England. This will be achieved through the introduction of a web-based system and a more efficient set of processes for managing the fund.

The system was specified by the Office of the Deputy Prime Minister - the predecessor to Communities and Local Government - following extensive consultation with the Government Offices and other key stakeholders. Each Government Office has assembled a local working group to inform and manage the implementation in their region.

Government Offices will manage user accounts on the web-based system, and provide helpdesks in each of the regions. Training for all users will be provided through e-learning modules and online manuals. TESA will be introduced in the regions in spring 2007.

TESA will provide benefits to Objective 1 and 2 and URBAN ERDF stakeholders by Reducing paperwork, simplifying and improving the speed of transactions, and enabling more time to be spent on project and programme management. New websites providing comprehensive information and guidance about ERDF and State Aid have also been launched as part of the programme.
