Implementation of the Rural Strategy 2004 requires that a Rural Delivery Framework is established in each region. Partners in the region commissioned the first phase of the production and assessment of the issues faced by people living, working and enjoying the countryside to support development of the framework in the North West of England.
The report reviews the state of the rural North West through four broad areas of regional analysis:
- spatial context and environment
- economy
- people
- living.
For all four areas of analysis, the report has shown objectively, and for the first time in the North West, that rural areas are a complex mix with as much variation within rural areas as between urban and rural areas.

Public Benefit Recording System
The Public Benefit Recording System has been used to help develop a targeting and monitoring tool for the North West. This was in response to increased goverment demands for public benefit from public investment, and Defra's requirement that the Regional Rural Delivery Framework has a firm evidence base. This approach enables evidence to be built up from a wide range of data sources to anticipate and measure the potential socio-economic and environmental benefits arising from policy decisions and interventions. A series of targeting framework maps have been produced and can be viewed in the the project report: Delivering the NW Regional Rural Delivery Framework and the accompanying Workbook.
