'Every Child Matters - Change for Children' set out a national framework of change, to be led by local authorities and their partners, to improve life for children and young people. Government Offices (GOs) play a key role in delivering and developing the policies which will achieve this.

The Government wants to make this country the best place in the world for children and young people to grow up. The Children’s Plan sets out how the Department for Children, Schools and Families (DCSF) is going to achieve that – by putting the needs of families, children and young people at the centre of everything we do.
We support and co-ordinate activities as a part of the DCSF’s Every Child Matters: Change for Children policy. As part of our role in co-ordinating regional activities we have established a children and young people’s forum.
Launched in March 2006, Youth Matters: Next Steps outlines the Government's proposals to develop provision of services, and support to young people, to ensure young people meet the five Every Child Matters outcomes.
Public service agreements set out and prioritise the key outcomes the Government wants to achieve in the spending period 2008-11. You can learn more about DCSF’s public service agreements on the HM Treasury website.
We are responsible for working to the following public service agreements:
- PSA 9: Halve the number of children in poverty by 2010-11, on the way to eradicating child poverty by 2020.
- PSA 10: Raise the educational achievement of all children and young people.
- PSA 11: Narrow the gap in educational achievement between children from low income and disadvantaged backgrounds and their peers.
- PSA 12: Improve the health and wellbeing of children and young people.
- PSA 13: Improve children and young people’s safety.
- PSA 14: Increase the number of children and young people on the path to success.
