The report published on 20 November 2008, is the outcome of research commissioned by Government Office for London on behalf of the Network and is supported by the Local Government Association and the Cabinet Office Social Exclusion Taskforce. 
The report captures a variety of initiatives submitted by Local Authorities and other partners including:
- those aimed at reducing worklessness with both families and individuals
- those tackling the barriers to employment such as providing training, improving skills and reducing anti-social behaviour, and
- a small number which co-ordinate a range of services, including, health and childcare provision, alongside interventions to improve employment opportunities
