Phase Two of the London Resettlement Strategy

The consultation document updates the London Resettlement Strategy which was published September 2005. It is a stock-take of achievements over the last year and also an update on the changing national context, as the National Offender Management Service becomes established.

Its main purpose is to propose a series of achievable objectives for the next 12 months, and to seek feedback from partners and stakeholders as to whether these objectives are the right ones.
Opening the conference, Liz Meek said:

“I am proud that in London we have a regional Resettlement Board which has now been meeting for almost two years. When I was working to establish this Board, I was very aware of the enormity of the task before us: to improve the resettlement outcomes for Londoners released from prison and reduce their repeat offending. Many of you will know that this is something I care about passionately, and I have been very pleased to offer GOL as a home to the multi-agency London Resettlement Team.”

The consultation document is structured around the seven multi-agency, reducing re-offending, pathways in London: accommodation; drugs; health (including alcohol); education, training and employment; finance, debt and benefit; attitudes, thinking and behaviour and children and families. These ‘pathways’ reflect the areas identified as having the most impact on re-offending rates.

Reducing Re-offending in London also considers the experience of implementing the London Resettlement Strategy in a practical way through a resettlement wing at Wormwood Scrubs prison, and describes the development of a similar resettlement wing in Holloway. Eight London boroughs are involved with the Wormwood Scrubs project, and a further eight with the Holloway project. The aim is to improve the co-ordination of services for those leaving custody through joint planning and preparation between the prison, probation and the local authority and other agencies.

The consultation document is available for download from the GOL website under Community Safety. The deadline for responses is January 5th 2007. This input will inform the publication of a final Strategy for the next 12 months in the New Year.
