Mayor's Planning Powers

On 23rd October 2007, the GLA Act received Royal Assent. The Act gives the Mayor new planning powers in relation to London Boroughs’ Local Development Schemes (LDS) and over some planning applications of potential strategic importance, so called PSI applications. The powers over planning applications came into force on 6th April 2008. The powers over LDS will come into force later this year. You can view the GLA Act in 'related documents' below.

The Mayor of London Order sets out which planning applications must be referred to the Mayor, the process for considering them and the test the Mayor must apply to decide whether his intervention would be justified. The Mayor of London Order was laid in Parliament on 11th March 2008 and comes into force 6th April 2008. The Order can be viewed below.

The GOL Circular 1/2008 is the Secretary of State for Communities and Local Government's guidance on the arrangements for strategic planning in London. It explains how the Mayor’s powers over planning applications and LDSs will operate, as well as the procedures for preparing the Mayor’s Spatial Development Strategy, also called the London Plan. You can view the Circular below.

The consultation on the Mayor of London Order and the GOL Circular ran between 22nd November 2007 and 14th February 2008. You can view a summary of the consultation responses below.

Under related documents below you can also view electronic versions of the Central London map and the Thames Policy area maps referred to in the Mayor of London Order 2008.
