The Objective 2 Payments & Monitoring team is responsible for managing the delivery of the European Regional Development Fund (ERDF). There is currently a team of ten staff working together to ensure that projects meet the requirements of the European Commission.
The principal objectives of the work are:
- To check that grant is used for the purposes for which it is made available and that the terms and conditions of grant are complied with;
- To ensure that grant is paid when it is clear that a claim meets the terms set in the offer letter and that the project is proceeding and can be expected to proceed according to plan;
- To provide the basis from which the evaluation of the benefits achieved by ERDF support can be assessed;
- To deal with projects which fail to meet forecasts. Action can range from reduction of grant to full recovery of grant payment.
- To give support and guidance to project managers on all aspects of managing ERDF projects.
- To undertake Pre-Engagement (PEV) and Article 4 audit visits to projects.
Retention of ERDF & European Social Fund (ESF) project files to 2014
All projects in receipt of ERDF and ESF funds need to be aware of their obligations to comply with the European Commission regulations about preserving documents and preserving an audit trail.
Documents relating to projects supported under 2000-2006 programmes should be retained for a period of three years following the final payment by the European Commission to the Department for Communities and Local Government for ERDF and the Department for Work of Pensions for ESF. This means that documents may need to be retained until around 2014.
