'Every Child Matters - Change for Children' set out a national framework of change, to be led by local authorities and their partners, to improve life for children and young people. Government Offices (GOs) play a key role in delivering and developing the policies which will achieve this.

GOL works towards these outcomes through the coordination and management of regional programmes and the coordination and implementation of national policies relating to Children and Young People, such as the Every Child Matters: Change for Children programme.
The Green Paper ' Youth Matters' was launched on 18th July setting out the Government's proposals to further develop provision os services and support young people.
Regional Programmes
Government Office for London manages a range of programmes and budgets explicitly targeted at Children & Young People.
It also works to ensure that Children & Young People’s opinions are represented in government, both locally and regionally. GOL and the Greater London Authority are currently putting in place a Young Londoners Network in which Children & Young People can be consulted on the issues that affect them as London residents.
National Policy
The unique structure of Government Offices ensures that the many policies from central Government that relate to children, young people and their families are linked together before being delivered locally. They also facilitate the capture of issues arising locally or regionally, feeding these back into central government.
Described as “the most significant change in children’s services for a generation” Every Child Matters: Change for Children is a government-wide programme of change to improve the lives of children and young people across the UK. Government Office for London is playing a key role in its delivery across London, assisting in the improved coordination of local children services, highlighting good practice and representing local authorities to central government.
