Local Transport Plans

Each local highway authority (County and Unitary authorities) produces a Local Transport Plan (LTP) setting out a five year strategy for the development of local, integrated transport, supported by a programme of transport improvements. The East Midlands has nine LTPs.

LTPs are the central building blocks of the Government’s integrated transport policy. Their introduction was announced in the Government’s Transport White Paper ‘A New Deal for Transport: Better for Everyone’ published in 1998.

In 2006, all the authorities in the East Midlands had their second Local Transport Plans for the 2006-11 period scored as “excellent” or "good". At the same time, all the region’s authorities had their delivery of their first Local Transport Plans for the 2001-2006 period assessed as "excellent", "very good" or "good" with none in the “satisfactory” category.

Local Transport Capital Settlement for 2008/09

The Local Transport Capital settlement for 2008/09 was announced by the Department for Transport (DfT) in November 2007. Nationally, £1.315 billion has been awarded to local transport authorities for integrated transport and maintenance capital schemes in 2008/09.

Authorities in the East Midlands have received a total of £131 million capital funding.

This includes:

  • £67million capital funding for road and bridge maintenance
  • £58million capital funding for integrated transport
  • £6million capital funding for maintenance on detrunked roads

Other Transport Funding for 2008/09

In addition to the above LTP Settlement, DfT allocated additional funds to local highway authorities in the East Midlands as follows:

  • £9million revenue funding for maintenance on detrunked roads
  • £2million capital Road Safety Grant
  • £9m revenue Road Safety Grant

The Road Safety Grant, introduced for 2007/08, replaced the previous system of allocating road speed camera revenues between authorities. Further information on the Road Safety Grant allocations for 2007-11 can be found on our Road Safety page.

The spreadsheet below details the LTP Settlement categories, 2006 scores and 2008/09 allocations for our authorities. It also shows last year’s allocations for comparison. Copies of the decision letters to individual authorities are available on the Department for Transport website.
