East Midlands Local Resilience Forums

The Civil Contingencies Act 2004 (CCA) imposes duties on a number of organisations most likely to be involved in responding to an emergency. The principal mechanism for co-operation and multi-agency planning at the local level will be the Local Resilience Forum (LRF) process. LRF’s exist on the geographical basis of Police force areas. The LRFs are currently chaired by Police Chief Constables or Assistant Chief Constables.

The Local Resilience Forum is the formal method created by the CCA by which those organisations are able to discharge their duty to co-operate and share information.A member of the Regional Resilience Team attends each of the LRFs. We attend to provide a regional perspective to local deliberations, and to feed back local concerns and information to regional groups and central Government departments.

  • Key responding agencies (eg emergency services, local authorities) have a duty to attend the Local Resilience Forum.
  • Other organisations, who may be involved in certain types of emergencies (eg utility or transport companies) have a right to attend the LRF - generally if they wish or at a particular meeting where issues that affect them are on the agenda.
  • More detailed information on LRF’s is contained in Chapter 2 of Emergency Preparedness (guidance on part 1 of the Civil Contingencies Act 2004).
