In 1999 DCMS established a Regional Cultural Consortium in each of the English regions to develop the area of cultural and creative interests. The consortia have responsibility for their Regional Cultural Strategy and have a role in central policy making, regional data collection and research.
In October 2004 the consortia changed from being advisory bodies to executive Non Departmental Public Bodies and companies limited by guarantee, giving them greater standing and helping them to deliver their objectives.
Culture East Midlands represents and engages a broad range of interests covered by the DCMS, including: the arts, sport, physical activity, leisure and recreation, tourism, creative and cultural industries, film and media, heritage, museums, galleries and libraries and archives.
Culture East Midlands functions include:
- bringing together key regional partners across the public, private and voluntary sectors
- developing and delivering a Regional Cultural Strategy
- embedding culture in regional strategies and plans
- development of cultural policy
- advocacy, influencing, and campaigning
- improving the quality of cultural information and research
- think tank, ideas incubation and innovation
- development of ideas in action
- project management
- network development
