Article 4 Monitoring and Audit

The European Secretariat in our office conducts monitoring visits to all live projects that receive European Social Fund funding. This includes all co-financing, alternative bid and global grant intermediary organisations.

These monitoring visits will be carried out on the basis of EC Regulation 438/2001, Article 4 which will look at the management and control systems you have in place to deliver the project, and ensure expenditure is eligible.  Further information on Article 4 monitoring can be found in the related document section below.

There is a requirement that the lead public match funder be responsible for carrying out regular and formal monitoring of the project to ensure that:-

  • it conforms with the application and regulations
  • adequate financial controls exist
  • the applicant organisation continues to be a viable and going concern

We will seek confirmation that these checks are carried out regularly.

In addition, you may receive an audit or monitoring visit from the Secretary of State, the Department for Work and Pensions, the Government Office for the East Midlands Audit Team, the European Commission and the European Court of Auditors or their representatives at any time to inspect the project.
