Applying for Objective 2 ESF Funding

The main ways of accessing Objective 2 European Social Fund funding are through action plans, Indicative Financial Envelopes and Co-financing.

Action Plans

An action plan is where a partnership bids to us for an overall sum of money (comprising both European Regional Development Fund (ERDF) and European Social Fund (ESF)) to deliver an agreed strategy - known as an action plan.

Once an action plan has been approved, one organisation acts as the accountable body, administering the decision-making, monitoring and payments processes. Applicants apply for funding direct to the individual partnership.

Indicative Financial Envelope (IFE) Partnerships

IFEs are very similar to action plans. IFE partnerships bid to GOEM for an overall sum of money (comprising ERDF and ESF) to deliver an agreed strategy. However no organisations acts as the accountable body.

Applicants apply for funding directly to the IFE partnership and the partnership chooses which projects it wishes to support in principle. The selected applications are then forwarded to ourselves. We administer the final decision making, monitoring and payments processes. The accountability relationship remains between us and the project applicant.

Co-financing

Four sub-regional partnerships have agreed a proportion of their Objective 2 budget to be co-financed by their Local Learning and Skills Council.

Alternative (or Direct) Bidding

Applicants used to apply directly to the Government Office for funding under direct open bidding rounds (known as alternative bidding). No alternative bidding rounds are planned at present, as most funds are channelled through action plans, IFEs or co-financing. However, many aspects of the application process remain the same as under direct bidding.

Action Plan Partnerships

Four of the sub-regional partnerships in the Objective 2 programme have submitted action plans. The ESF annexes to the action plans set out their priorities for Objective 2 ESF.

Derby City Partnership

Derby City Partnership (DCP) has submitted an action plan covering the inner-city eligible Objective 2 wards of Abbey, Babington, Derwent, Litchurch and Osmaston. Derby City Council is the lead partner and accountable body.

Leicester Economic Regeneration Partnership
Leicester Economic Regeneration Partnership (LERP) – formerly Leicester Regeneration Agency - has submitted an action plan covering Leicester’s 10 Objective 2 wards: Beaumont Leys, Belgrave, Charnwood, Latimer, Mowmacre, New Oaks, North Braunstone, Spinney Hill, West Humberstone and Wycliffe. Leicester City Council is the lead partner and accountable body.

emda
The East Midlands Regional Development Agency (emda) has submitted an action plan for ESF that focuses on regional activity across the Objective 2 area.

Indicative Financial Envelopes (IFEs)

Lincolnshire Enterprise
Lincolnshire Enterprise, with Lincolnshire County Council acting as lead partner and accountable body, is an action plan partnership for ERDF but acts as an IFE partnership for ESF. It has submitted an action plan covering the eligible Objective 2 wards in Boston Borough, East Lindsey and West Lindsey, City of Lincoln and North Kesteven .

(North Derbyshire and North Nottinghamshire) Alliance Sub-Regional Strategic Partnership (SSP)
The Alliance SSP has submitted an Indicative Financial Envelope Plan covering the Objective 2 wards within the former Coalfield districts of Ashfield, Bassetlaw, Bolsover, Chesterfield, Mansfield, Newark and Sherwood and North East Derbyshire. Derbyshire County Council and Nottinghamshire County Councils jointly act as lead partners.

Greater Nottingham Partnership
Greater Nottingham Partnership (GNP), with Nottingham City Council acting as the lead partner, has submitted an IFE Plan covering the following  Objective 2 wards:-

Abbey, Aspley, Basford, Beechdale, Bestwood Park, Bilbrough, Bridge, Bulwell East, Bulwell West, Byron, Clifton East, Clifton West, Forest, Greenwood, Lenton, Manvers, Mapperley, Park, Portland, Radford, Robin Hood, St Anne's, Sherwood, Strelley, Trent and Wilford in Nottingham City.

Derby & Derbyshire Economic Partnership
The Derby and Derbyshire Economic Partnership (DDEP) has taken over responsibility for the Peak District Rural Action Zone’s Indicative Financial Envelope Plan covering the Objective 2 wards within the Derbyshire Dales and Staffordshire Moorlands districts.
