An action plan is a bid from a partnership for an overall sum of money to deliver an agreed strategy. Individual project applications are submitted to the partnership for selection, approval and appraisal. The partnership also appoints a separate accountable body which has responsibility for monitoring performance and making payments to projects.
An Indicative Financial Envelope (IFE) is very similar, in that the partnership bids for an overall sum of money to deliver an agreed strategy. However, in the IFE model no organisation acts as the accountable body. Bids are made to the partnership and they choose which projects they wish to support in principle, but the selected bids are then forwarded to our European Secretariat for appraisal, approval, monitoring and payment. The accountability relationship remains between us and the project applicant.

Match Funding
Project applicants can apply for a maximum of 50 per cent of the project’s total eligible costs. Applicants have to meet the rest of the cost by other sources of funding which can be from either public or private sector – this is called ‘match funding’. The maximum level of grant may vary according to project type and partnership.
The voluntary sector can also make contributions including contributions in kind, e.g. paid staff, volunteers, transport or accommodation.
