The RDPE 2007-2013 was agreed by the EU Rural Development Committee on 6 December 2007, allowing full implementation of the new Programme in January 2008.
The new programme will be delivered by Natural England, the Regional Development Agencies and the Forestry Commission.

Regional Implementation Plans (RIPs)
RIPs set out how the RDPE 2007-2013 will be used in each of the England regions. The content of the plans inform the content of the detailed England Programme Document. There is a specific East Midlands Regional Implementation Plan.
Within the RDPE 2007-2013 is an element known as the Leader approach, or sometimes Axis 4. This is a delivery mechanism through which money allocated to the RDPE 2007-2013 can be spent. It is designed to enable community involvement in rural development.
All regions have now asked for Expressions of Interest from potential Local Action Groups, and the relevant Regional Development Agency has made detailed guidance available.
