Barker Review on Housing Supply

The Treasury commissioned Kate Barker to undertake a review of housing supply, which was published on 17 March 2004. One of the recommendations was the need to combine the roles of the Regional Planning Body (RPB) and the Regional Housing Board (RHB) and the formation of an independent unit to advise the regions on planning for housing.

The ODPM issued a consultation document that made proposals for how the RPB and RHB should be merged.

The RHB's responded to the consultation in a letter in November 2004. In its response the Regional Housing Board welcomed the intention to bring together the regional housing and planning functions as well as supporting the proposal that the Regional Assembly would take the lead role in developing the new arrangements. The letter also outlined the RHB’s view on the establishment of a single national advice unit.
