Lakeside Basin Single Issue Review – Government Office consults on draft policy

The East of England Regional Assembly has today (6 April 2009) published a draft policy to steer the sustainable mixed-use regeneration of Thurrock’s Lakeside Basin. The consultation runs for 6 weeks and the deadline for submitting consultation responses is 5pm on 18 May 2009.

The East of England Plan was adopted in May 2008. It requires EERA to carry out an immediate review of Policy ETG2 concerning Thurrock Key Centre for Development and Change.

Background

 

The objective of the review is to deliver a robust strategic planning framework to guide the sustainable mixed-use regeneration and redevelopment of Lakeside Basin to be carried forward by Thurrock’s Local Development Framework and development proposals. The Secretary of State is aiming to publish the final policy by the end of the year.

 

During the consultation period the draft policy and its two main supporting documents (the sustainability appraisal report and the statement of public consultation) are also available for inspection at the Government Office for the East of England in Cambridge, EERA’s offices and at the offices of Essex County Council, Thurrock Council, Basildon District Council, Southend Borough Council and Brentwood Borough Council.

 

The draft policy is based on a study led by consultant’s GVA Grimley.  The final GVA Grimley report and Integrated Sustainability Appraisal are available below.  Full background details and further reports concerning this policy are available to inspect and download from the Assembly’s website.

 

The East of England Plan recognises the importance of Lakeside Basin to South Essex and its potential, if re-modelled on sustainable development and transport lines, to be a major driver to the Government’s wider Thames Gateway Delivery Plan.    

 

Amongst Policy ETG2’s requirements for local development documents to deliver is the re-modelling of Lakeside Basin to provide a high-quality, pedestrian-friendly environment containing a mix of uses including retail, leisure and offices.  However, ETG2 recognises the need for a robust strategic planning framework to guide this regeneration and redevelopment of the Lakeside Basin.  To this end it requires EERA to undertake an immediate review of ETG2, working with Essex County Council, Thurrock Borough Council and Thurrock Thames Gateway Development Corporation, to be completed by the end of 2009.
