Hull
Introduction
Kingston-upon-Hull is a city and Unitary Authority on the north bank of the Humber estuary, a major industrial centre and international port with a long history. In its 700 year history the city has served as market town, military fortress, trading hub, fishing and whaling centre, and industrial giant. Hull suffered severe damage during the Second World War and has also weathered a period of post-industrial decline, however, the city has recently embarked on a program of regeneration and renewal.

Children and Learners
• almost £2.7m has been allocated for the development of extended schools between 2005-08 • over £680,000 has been allocated from the Targeted Capital Fund (TCF) towards selective demolition and refurbishment of 1960’s buildings at Sutton Park Primary School • Hull has been allocated £220m under Wave Two of the Department for Children, Schools and Families (DCSF) Building Schools for the Future programme to refurbish or rebuild secondary schools in the city • as part of a £9m national share of funding allocated to 41 local authorities nationally, Hull is to receive £150,000 to help parents of pre-school children to get more involved in their education
Health and Well Being
• at Castle Hill Hospital a new £45m Cardiac and elective surgical facility is to open in 2008, containing five operating theatres and 30 additional beds for heart patients, enabling 2,000 more operations a year, a total rise of 33 per cent • an £8m redevelopment of Castle Hill Hospital has already greatly improved out-patient treatment, and a new £65m cancer care unit is expected to be opened in early 2008, which will be one of the most advanced facilities in the country. It will provide individualised treatment for cancer patients from Hull, East Riding and the south bank of the Humber • a new £4m health centre at Longhill in East Hull opened 3 September 2007. The centre, which has been built under a public private partnership between Hull Teaching Primary Care Trust and The Sewell Group, will accommodate four GP practices, a pharmacy and a public library with additional facilities for minor surgery and a dental surgery
Crime
• Hull has been named one of 40 priority Respect Action Areas in England, for being a council who has a strong record in tackling anti-social behaviour. The Department for Children, Schools and Families (DCSF) is also backing the scheme with £6m of funding in 2007-08 for parenting classes in the 40 areas • Hull Drug & Crime Partnership has been allocated over £1.4m for 2007-08 from the Drug Intervention Programme which targets drug-using offenders • around £390,000 has been allocated for 2007-08 from the Basic Command Unit Fund (BCU) to provide resources that can be used locally, to tackle crime that matter most to the local community
Transport
• £6.6m was allocated for Integrated Transport and Maintenance in the 2007-08 Local Transport Plan settlement, announced in December 2006 • building the state-of-the-art £18m Paragon Bus and Rail Interchange, which opened 16 September 2007, as part of a £200m development of the city centre • £23m of funding has been awarded from Network Rail, the Northern Way and Yorkshire Forward allocated to revolutionise the region’s ports and reduce congestion on the road by opening up capacity on two rail lines serving the Humber docks, relieving the pressure on the M62. The work aims to be completed by mid-2008
Regeneration
• a £54m grant, has been awarded under the New Deal for Communities, to fund the regeneration of the Preston Road estate in the east of Hull • an extra £40m has been provided through the Neighbourhood Renewal Fund to help tackle the deep-rooted problems faced by the most disadvantaged communities in Hull • over £11m has been allocated for 2007/08 under the Supporting People programme which offers vulnerable people the opportunity to improve their quality of life by delivering high quality and strategically planned housing-related services which complement existing care services • £1.2m has been allocated to Leeds Children’s fund for 2007/08 to help support five to thirteen year olds at risk of social exclusion, with a further £1.2m for each of the three years 2008-09, 2009-10 and 2010-11 • Gateway Hull & East Riding Housing Market Renewal Pathfinder was allocated £16m for 2005-06 and £33.7m for 2006-08, to help restructure declining areas of the housing market
European Funding
• £1.1m of European Regional Development Funding (ERDF) has been awarded to the Design Enterprise Centre project operated by the University of Hull offering support to Small, Medium-sized Enterprises (SMEs) undertaking new product and process development • £200,000 has been awarded to support the Hull Architecture and Built Environment Centre, which uses state-of-the-art technology and communications to contribute to the cultural development and marketing of the city centre and engaging local business community in the city’s regeneration • almost £793,000 of European Regional Development Funding has been allocated to Keystore (a company providing warehouse space to small businesses) as part of a £4m expansion of its facilities in preparation for increased trade flowing through Associated British Ports’ planned new container terminal in East Hull
