Peterborough

Introduction
Peterborough is a Unitary Authority and 88% of all residents live in the urban areas of the city while the remaining 12% live in small villages outside the city. It is identified in regional strategies as an engine of growth and a major regional centre with policies for 25,000 more homes & 20,000 more jobs between 2001 2021 and other growth related initiatives. Delivery of overall housing numbers will be challenging.

The citys ambition is to become the Environment Capital of the UK, with truly sustainable growth and this ambition may also affect the delivery of housing numbers with a push for low carbon homes. Peterborough has positioned itself well for delivery, investing in a genuine partnership approach to performance management and improvement for its LSP (the Greater Peterborough Partnership). The Local Area Agreement has had a significant role in this. In its Comprehensive Area Assessment for 2006 the Audit Commission judged the Council to be demonstrating a 3 star performance overall (up from 2 star in 2005) with an improving well direction of travel.

Children and Learners

• The number of 15-year-old pupils in maintained schools in Peterborough achieving 5 or more GCSEs at grades A* to C (or equivalent) has risen from 41% to 57% since 1997/98.
• Nearly £46m has been allocated for school renovation projects between 1998/99 and 2004/05 with a further £8m during 2005/06. Projects include £2.3m for a replacement primary school at Newborough, £500,000 for a new school hall/kitchen and administration areas for Castor Primary School and £340,000 for access improvements to many schools including new disabled toilets ramps.

Health and Well Being

• A £300m PFI project to build three new health facilities for local trusts is being managed by the Peterborough and Stamford Hospitals NHS Trust. This will include a £135m scheme centralising acute services from Peterborough District Hospital to the Edith Cavell Hospital, creating a new ‘super hospital’ as well as expanding the services available. There will also be a new mental health unit and integrated care centre.
• South Peterborough PCT is developing an "Acute Hub" including a high-tech diagnostic and treatment centre. The scheme will increase bed numbers by 244 and is due to open in 2007.

 

Crime

  • Over £785,000 was allocated to the Drug Interventions Programme (DIP) which aims to get the most prolific drug-misusing offenders out of crime and in to treatment. Peterborough is an “Intensive” area which means that those arrested for certain trigger offences are tested for Drugs and offered support through DIP.
  • The Peterborough Local Area Agreement 2008-11 includes a range of outcomes to create a safer and stronger community. They have selected the following indicators: -

NI 16 – Serious Acquisitive Crime –

NI17 – Perceptions of anti-social behaviour ,

NI 20  - Assault with Less Serious Injury. (Local Target)

NI30 -  Suggested target 20% APACS / 22% Improvement. 

NI32 – Repeat DV through MARAC

NI33 – Arson Incidents  

NI40 – Drug Users in Effective

NI47 – People Killed or Seriously Injured . (Local Target)

NI111 – First Time Entrants to Youth Justice System

  • The Peterborough Community Safety Partnership is working together to implement the 2008-11 Community Safety Strategy. The partnership includes Peterborough City Council, Cambridgeshire Police, Peterborough PCT, Probation Service, Fire & Rescue and the Peterborough Drug Action Team. The Peterborough Community Safety Strategy details the following priorities: -

          Serious acquisitive crime

          Anti social behaviour – including arson

          Domestic violence

          Violent crime including alcohol related crime and disorder

         Sexual offences

 

  • Youth Crime Action Plan Intensive Package Area – In the East of England, Peterborough and Southend are two of the 69 areas selected nationally to receive £700k over 2009-11 to implement a range of activities detailed in the Youth Crime Action Plan.

 

  • Partnership Support Programme – In November 2007 the Home Office and Government Office carried out a joint review of the Partnership resulting in a comprehensive report and recommendations.  This was followed up in November 2008 with a follow up.  This showed that the partnership has made significant strides in implementing change and improving performance.

 Transport

The A1073 is an important strategic link between Lincolnshire and Eastern England for the distribution of both agricultural and food processing freight and as a local commuter route. The Spalding to Eye Improvement Scheme is being developed to replace the existing route and is being jointly developed between Lincolnshire County Council and Peterborough City Council.

A funding application was submitted to the Department for Transport in November 2006. The Department for Transport confirmed their contribution of £69.8m to the £80.3m total cost in November 2007.

 

Work commenced by Morgan Est in March 2008 and will be completed in Late 2010.

 

·        Peterborough City Council was awarded £3.24m from the Department for Transport to help transform the city into a 'Sustainable Travel Demonstration Town'.

 

Out of an initial submission of over 50 towns throughout the UK, Peterborough was selected as one of three towns to share £10m of government funding. The funding is allocated over a five year period and will form the foundation of sustainable transport options in Peterborough.

Social Inclusion and Regeneration

• Over £3.4m from the General Sure Start Grant has been allocated to Peterborough Local Authority for 2004-06 for activities that will lead to better outcomes for children and families, including the creation of 877 childcare places and the development of children centres in disadvantaged areas.
• Almost £2.3m has been allocated to support the three Sure Start local programmes in Peterborough in 2005/06, with over £3m allocated for capital projects.
• Over £650,000 has been allocated to Peterborough Children’s Fund for 2005/06 identifying 5-13 year olds at risk of social exclusion and to develop services.  A further £1.1m has been allocated for 2006-08.

European Funding

• Almost £12m been allocated to LSC Cambridgeshire, the main Co-financing Organisation within the area of Cambridgeshire and Peterborough.
• Under the Objective 3 programme, £510,000 has been allocated to Global Grant Provision across the county, with a strong focus on Peterborough providing 100% grant funding packages of up to £10,000 to small organisations unable to access mainstream funding to deliver projects aimed at getting socially excluded groups into employment.
• The new ESF programme covering 2007-2013 has now started with activity commencing in June 2008. The majority of activity is Co-financed, with DWP, LSC and EEDA operating in Peterborough as Co-financing Organisations within the new programme. A total of £95m has been released across the region for the period 2007-2010 to fund activity linked to extending employment opportunities for those not in work, particularly those on inactive benefits and supporting the development of a skilled and adaptable workforce.

European Regional Development Fund Urban II Programme

• URBAN II is focussed on 9 wards in Peterborough city centre where there are high levels of unemployment linked to lack of skills and suitable employment within the area. The total funding for the programme is £16.6m, ERDF contribution of £7.8m, there are 33 projects.

• Projects approved include: £309,000 for the Greener Urban Ladder Project, developing a sustainable system of education, collection, reprocessing and end product recycling.
